 HEALTH SECTOR REFORM

By examining recent health sector reforms, we will seek to identify the economic, political and institutional factors that have enabled or constrained the implementation of policies designed to benefit the poorest people.

We have made significant progress on this theme. Several countries have reviewed existing evaluations that document experiences in health policy implementation. These reviews have provided a foundation for small scale studies including:

India A study examining the impact of mobile health units on access to care in Orissa and Tamil Nadu States and the factors that affect utilisation.

Nigeria Evaluation of a community based health insurance pilot scheme in Anambra State.

South Africa [University of Cape Town]: Evaluation of a hospital fee exemption scheme

Thailand An assessment of budget allocation changes that accompanied the implementation of the universal coverage policy.

South Africa [University of the Witwatersrand]: An assessment of the Patients' rights Charter from the perspective of provider-patient interactions.

Kenya and Tanzania Studies that examine the implementation of the Integrated Management of Childhood Illness policies.
